Low-Income Home Energy Assistance Program

LIHEAP stands for the Low Income Home Energy Assistance Program. LIHEAP is a federally funded block grant that provides money to help low-income households make home heating more affordable and avoid shutoff of utility services during the winter. Call 360-725-2857 for more information.

USDA Rural Housing Repair & Rehabilitation Loans & Grants

The Very Low-Income Housing Repair program provides loans and grants to very low-income homeowners to repair, improve, or modernize their dwellings or to remove health and safety hazards. PSE Natural Gas Customers

PSE provides natural gas service to parts of King (not Enumclaw), Kittitas (not Ellensburg), Lewis, Pierce (not Buckley), Snohomish, and Thurston counties.

PSE Electric Customers

PSE also provides electric service to all of Island, Skagit, Thurston, and Whatcom counties; parts of Jefferson, King (not Seattle), Kitsap, Kittitas, and Pierce (not Tacoma) counties.

  • Insulation
    • Attic insulation (R-11 to R-49): 50% of the cost, up to $400
    • Duct insulation and sealing: 50% of the cost, up to $500
    • Floor insulation: 50% of the cost, up to $400
    • Wall insulation: 50% of the cost, up to $400
