Rules

The Puget Sound Clean Air Agency adopted new regulations which apply to mobile spray coating for auto body touch-up in March 2007.  The new regulation includes specific provisions that cover:

  • Mobility – maximum days of operation at any one site
  • Job Size – less than 9ft2 of prepared area prepared for coating, per vehicle
  • Coating Limits - less than 8 oz. coating applied per vehicle
  • Overspray Precaution – portable enclosure required, taken down daily
  • Pollution Prevention – high transfer efficiency spray guns, solvent evaporation reduction
  • Complaints – management and response requirements
  • Recordkeeping – specified records to demonstrate compliance
  • Registration – active registration with the Agency required

These regulations became effective on September 1, 2007.  These new regulations were adopted as an amendment to the existing agency regulations (Regulation I, Section 9.16) for spray coating operations.  The General Requirements for Mobile Spray Coating Operations are found in Section 9.16(e). 

In October 2010, the General Requirements for Mobile Spray Coating Operations were amended with a technical change regarding the cup capacity for HVLP spray guns.  This change was proposed in response to new regulations from the EPA for Paint Stripping and Miscellaneous Surface Coating Operations at Area Sources (40 CFR 63, Subpart HHHHHH).  The October 2010 amendment specified that mobile spray coating activities operating under our Regulation I, Section 9.16(e) that are using HVLP spray guns must use paint cups with a capacity of 3.0 fluid ounces, or less.  Mobile spray coating operations using larger paint cups on HVLP spray guns would be subject to the EPA requirements and should contact EPA Region 10 air quality staff for compliance requirements.  These latest amendments to our Regulation I, Section 9.16 were in effect on December 2, 2010.
