Funding Sources
The Seaport Truck ScRAPS Program integrates several funding sources with various constraints:
- U.S. Department of Transportation Congestion Mitigation and Air Quality (CMAQ) funding ($2.5M) to City of Tacoma for scrapping trucks with pre-1994 engines that are replaced with newer trucks. Funds pay bounty to scrap the old truck and cost of the retrofit and GPS installation on the replacement truck. (Future funding – anticipated availability is June 2010)
- CMAQ funding match from Cascade Sierra Solutions (CSS) for loans to truck owners when they replace older trucks; (Future funding – linked with CMAQ funding availability)
- Port of Seattle funding ($1.5M) to the Puget Sound Clean Air Agency to scrap older trucks serving the Port of Seattle.
- Washington Department of Ecology funding ($350K) for retrofit devices for replacement trucks.
- Port of Seattle funding ($200K) and Agency funding ($148K) for retrofit devices for replacement trucks.
- Agency funding ($52K) to start up Cascade Sierra Solutions’ outreach center near the Port of Seattle.
- Cascade Sierra Solutions funding (millions accessible) for leases & loans to truck owners.
- EPA Smartway funding through Cascade Sierra Solutions, if applicable to a specific vehicle application.
