Rebates and Assistance

There are various federal, state, and local rebate and assistance programs offered throughout the Puget Sound Region on heating systems.

Three main assistance programs are offered throughout the Puget Sound Region:

Low-Income Home Energy Assistance Program

LIHEAP stands for the Low Income Home Energy Assistance Program. LIHEAP is a federally funded block grant that provides money to help low-income households make home heating more affordable and avoid shutoff of utility services during the winter.

USDA Rural Housing Repair and Rehabilitation Loans and Grants​

The Very Low-Income Housing Repair program provides loans and grants to very low-income homeowners to repair, improve, or modernize their dwellings or to remove health and safety hazards. USDA offers either a loan OR a grant through this program – depending on a person’s eligibility. Click here​ for details and how to apply in Washington state.

Whether you're buying a new home, remodeling or just trying to reduce your monthly energy bills, PSE might be able to help with various money-saving offers on energy-efficient products and services.  

PSE natural gas customers:

PSE provides natural gas service to parts of King (not Enumclaw), Kittitas (not Ellensburg), Lewis, Pierce (not Buckley), Snohomish, and Thurston counties.

Heating & Energy Efficiency Rebates

  • Heating systems​
    • Purchase AHRI Certified or ENERGY STAR qualified boiler (95 percent AFUE): $350
    • Purchase AHRI Certified or ENERGY STAR qualified forced-air furnace: $350
    • Install a qualifying high-efficiency natural gas fireplace: $200
    • Purchase and install or upgrade to qualifying integrated space- and water-heating system: $800
  • Weatherization Assistance for Income-Eligible Customer

PSE electric customers:

PSE also provides electric service to all of Island, Skagit, Thurston, and Whatcom counties; parts of Jefferson, King (not Seattle), Kitsap, Kittitas, and Pierce (not Tacoma) counties.

All PSE customers:

  • Home Energy Assessment​
  • Insulation​
    • Attic insulation (R-11 to R-49): 50 percent of the cost, up to $400
    • Duct insulation and sealing: 50 percent of the cost, up to $500
    • Floor insulation: 50 percent of the cost, up to $400
    • Wall insulation: 50 percent of the cost, up to $400

    If you're currently heating your home with electric resistance baseboards or wall heaters, Seattle City Light can help you upgrade to a Ductless Heating and Cooling System with a $1,200 rebate.

    Seattle homeowners and rental property owners can get free weatherization services if they meet income qualifications. (Qualification is by tenant income.) Low-interest home improvement loans may also be available to homeowners for further needed repairs.

City of Bellevue

  • Home Repair Program

    Provides low- to moderate-income Bellevue homeowners with zero-interest home loans and grants for health- and safety-related repairs, including:
    • Faulty plumbing
    • Unsafe electrical wiring
    • Poor heating
    • Roof repairs
    • Rotting gutters or porches/decks
    • Earthquake retrofitting

King County
  • Weatherization Services
    To qualify for weatherization services, you must meet state income guidelines. The interactive Eligibility Questionnaire will help you determine if you can apply for weatherization assistance and guide you through the steps necessary to apply. If you are a renter, your landlord will have to fill out forms as well. If you have questions, please call the King County Housing Authority at 206-214-1240. If you are a renter in a multifamily apartment complex, please call them for assistance.
  • Housing Repair Program
    Provides funding for housing repair services to low-income homeowners and renters in most parts of King County.

  • Ductless Heat Pump Rebate

    You can ​get an $800 rebate or a seven-year, zero-interest loan toward the cost of a ductless heat pump and basic installation. Income-qualified customers may be eligible for a grant that pays for the whole thing.
  • Weatherization Program

    Offers rebates and zero-interest loans to help you pay for installing new energy-efficient windows and insulation and having your ducts sealed. You can get up to $3,450 when you insulate your ceilings, floors and walls and seal your heating air ducts. You can also get up to $1,000 when you replace your inefficient windows. Any remaining cost can be financed with a seven-year, zero-interest loan. Income-qualified customers are eligible for a grant that typically covers the entire cost of new windows and insulation.

    Assistance is available if you need help paying your winter electric bills. Funds get distributed annually, starting in the Fall.

        Offers loans to homeowners to pay for repairs or rehabilitation of their home. To qualify, you must be living in your home and have a low household income. Your eligibility will be determined by income and other qualifications.

        Committed to assisting income-qualified households meet their financial burdens through payment for fuel, rent or mortgage, education and the installation of energy conservation materials.       • Housing Rehabilitation program

        Funding for this program provides for the correction of all code-related deficiencies or conditions in the owner-occupied home. In addition, this program offers a comprehensive housing rehabilitation program which allows for general repairs and/or upgrades to the entire home. Examples of eligible repairs include insulation as well as heating systems – repair or replacement with energy efficient heating systems, including heat pumps

        EAP pays heating bills directly to utility companies for eligible applicants. (Resources are limited)
      • Hom Rehabilitation Loan Program
      • (253) 798-6905
        HRP provides federally funded loans of up to $60,000 for low-income homeowners in Pierce County to improve their housing conditions. The focus of this program is on rehabilitation, not remodeling of the home. Health and safety issues are addressed first. Homeowners who have received notice from the Tacoma/Pierce County Health Department that their septic or water supply system is not in compliance with County regulations may be eligible for assistance through this program. Our housing team provides assistance to clients through all stages of rehabilitation.

      • Weatherization & Heating Efficiency Programs
      • Cash incentive for customers who have electric heat and want to install:
        • insulation in their floor, ceiling, or walls,
        • insulated windows,
        • a heat pump,
        • duct sealing & insulation, and/or
        • thermostats

        Work must be completed by a PUD-registered installer or by the homeowner to PUD specifications.
      • Ductless Heat Pumps program

         With PUD help, customers with electric heat can upgrade to a ductless heat pump system that saves energy and money each month.

      • Energy Challenge

         When you join the PUD Energy Challenge, you will receive monthly tips and ideas via email to help you save energy and reduce your PUD bill. You’ll also be supporting your community’s energy-efficiency goals and be recognized as Conservation Sensations by the PUD.

      • Low-Income Housing Improvement Program

         Funds energy-efficient improvements for low-income transitional housing. Funded projects result in reduced energy usage, lower electric bills, and increased overall comfort and safety. Types of qualifying projects include weatherization, lighting, heating, efficiency upgrades, and demonstration projects.

        CHIP is a HUD sponsored community service to rehabilitate housing for low and moderate income families in the city limits of Everett. Low interest and deferred interest loans for heating equipment and home repairs.
      Countywide Programs
      Snohomish County
      • Housing Authority of Snohomish County Home Improvement Loan

        The Housing Authority’s home improvement loan program loans of up to $60,000 to low-income homeowners who live outside the city limits of Everett and Bothell, but within Snohomish County. Health and safety issues, energy conservation work, and general improvements needed to make the house more livable may be eligible for financing. These may include roofs, foundations, dry rot, electrical, plumbing, heating and handicap accessibility.

        Provides home energy conservation assistance to eligible households all year long. Serves both homeowners and renters.

      Energy Assistance Program

      Provides one-time per heating season assistance in paying the heat bill for eligible households.
      • Helps with all heat fuel types (oil, natural gas, wood, propane, electric).
      • Provides grants ranging from $25-$1000 (depending on income, household size, type of housing, and heat bill)

      • Heating and Insulation Incentives

        In addition to our rebate offers for qualified high-efficiency natural gas furnaces and high-efficiency natural gas water heaters, Cascade's residential customers in Washington can also take advantage of energy-efficient upgrades to their home's insulation, duct sealing, and hearth.

        Existing Home incentives are available to approved residential participants who reside within Cascade Natural Gas' territory and use Cascade Natural Gas for their primary home heat-source.
      • Converting to natural gas
        If you are a Cascade customer in Washington and currently heat your home with electricity from PSE, you may be eligible for a PSE rebate of up to $3,950, if you switch your home and water heating source to reliable and affordable natural gas.

      • Housing Kitsap fosters healthy housing communities by building and preserving safe, decent and affordable housing for our clients, while ensuring fiscal integrity in all programs administered by the Housing Authority.
      Countywide Programs
      Kitsap County
      • Weatherization and Related Minor Home Repair Program
        Assists income-eligible families, disabled and senior citizens by first doing an energy audit, then making home improvements, followed by energy education. Qualifying homes may receive help weatherizing their homes.
