Our Funding
Our revenue budget is $13.5 million for Fiscal Year 2007 (from July 2006 through June 2007). About $3.7 million of that revenue is a state retrofit grant for the Washington Clean School Bus Program — which we are passing through to school districts in King, Kitsap, Pierce and Snohomish counties to install retrofit emission controls on existing diesel school buses.
Our funding comes from a variety of sources:
- Registration and operating permit fees from businesses
- Federal, state and local grants
- Supplemental income paid by cities and counties
- Fees for Notice of Construction (pre-construction permits) and asbestos removal permits
Supplemental income from cities and counties is 45 cents per person per year. Annual assessments for cities and counties are calculated proportionally based on the population count of the prior year and the assessed valuation provided by the county. Businesses pay annual registration and operating permit fees that range from $100 to $200,000. Civil penalties are paid by businesses and/or individuals who have violated air quality laws and regulations. These funds are used to pay for agency education and outreach programs and research projects. These funds are not used to pay agency salaries or operating costs.
